 In 1863, after Khedive Ismail Pasha took over the rule of Egypt, succeeding his uncle Muhammad Saeed Pasha. Later, due to the decline in cotton prices after the end of the American Civil War, Khedive Ismail Pasha became aware of the danger of the Egyptian economy relying on the cotton crop only, so he directed his attention to the sugar industry, where 18 sugar factories were established, covering several regions from the beginning of Beni Suef Governorate to Qena Governorate in the south.
